umm, I don't know if this helps much, but if you have windows xp, you have to make an administator account.

well, sounds like the only way that you will be able to make an administrative account is to get on the existing account because if you have windows xp then there will always be an administrative account up (maybe your sister uses it, idk). I really, don't know how else to help since I haven't been on an xp computer in a while, but I hope you figure it out!
