As a sai user myself,she used the watercolor tool for the creature and plants,possibly even the sky but blurred it.She possibly did the same thing with the droplets as the sky but a smaller amount off blurr,and to give it the boldness at the bottom of the droplets i thing she used the legecy pen.

Must...learn...to do better in SAI. Just bought the license a few days ago. I used to have the trial, figured I couldn't get better at it, let trial run out, saw how amazing you are and that you use it, was inspired to try harder.
