Hahaha she uses Adobe Flash for all, And then uses Photoshop for the texture and all the background effects easy and efficiently!

lol i'm not the artist
but vector lines you still have to draw and place them! i believe they use SAI, which does not really have vector tools except some simple line and curve ones
