Hi! I tried out some affordable tools a while ago, because Photoshop is a little bit expensive IMO. I checked "PaintTool Sai" and "Krita" and they are nice programs, but I ended at "ClipStudio Pro". It's not huge like PS, but I still work with it and recommend it, especially for beginners. It's offered for a very fair price, works without any problems on my lowtech-PC and has a trial-version on his site, maybe You want to check it out: www.clipstudio.net/en
