Misty and May catch Jessie trying to steal their pokeballs and aim to administer a little frontier justice to the mangy little polecat. When you see Team Rocket for the first time you think "Oh fuck, these guys must be the best villains EVER".
5 episodes later they become your archetypical Bulk And Skull (so much that must people know who team Rocket is but don't remember anymore who Bulk and Skull were).
I mean, the first episodes they actually looked like somebody who could think of a successful plan and do it "if it wasn't for that damned brats".
Later they look like clowns who can't even tie their shoes on their own.

I know who Bulk and Skull are, and I agree.
Back in the early Kanto days, Jessie and James actually seemed pretty competent, but nowadays they're just plain stupid.
Heck, it's no wonder the games don't use the Rockets anymore, instead using lamer teams like Magma, Aqua, and Galactic. Those idiots have pretty much destroyed all of Team Rocket's remaining credibility as bad guys.
