Oh gosh, you're definitely putting more thought into this than I did, but I guess If I'm thinking about it now, the change is really only for Halloween night, so he'll go back to being a kid again in the morning, his parents may be in for the shock of their life, but nothing happens to them. I don't personally like the idea of implied children in a TG/TF so I'm gonna say no to the children bit. You can totally be a MILF without actually having kids.
