The closest one is the US gov in exile in the Pacific, conservating the most pre-communism traditions. It's not the best one to live since their infrastructure is relatively low, but since the population is way lower than US mainland, it's still a livable place. The "best" countries to live in are UK and Australia, as the major part of The Free World. They still are democratic, however since the communist coutnries rules almost the entire world, every movement with left-alighment sucpect is strongly repressed. That's a paranoid that affected the Free World as a whole since the end of the War.

Ah, sorry. Well the closest ones are California and Lakotah. Despite being under Chinese and DRA influences, they're still the "best and more livable" countires. Cascadia and DRA are currently dictadorships and the Confederate territories are almost a warzone.
