Im guessing the canines still have dexterous paws even if they didn't build the city themselves.

Good guess! We spent a long time trying to find a good balance between keeping realistic quadrupedal anatomy and still allowing our wolves to put their human-level intelligence to good use. Our wolves do make more use of their paws than real-world wolves do, though their paws aren't as dexterous as human hands are.
Most of what the wolves have is either something they've built themselves, or something they've used rudimentary technology to build for them. The things they've built themselves (such as the adobe-like construction of the city) involve mostly their own ingenuity, but the technology they use (such as what they use to make the woven door curtains) has a somewhat less natural source
