Or, maybe they're in the conjugal trailer, and they've been good, so the warden allowed them to borrow some cuffs, and Alyssa is Chloe's "prison wife", and they're fooling around a bit.
I do enjoy these adventures of these gals, believe me, but I also wonder if they'd likely be playing with eachother's hair in a sweet and affectionate way, maybe for instance Chloe will flip Alyssa over onto her back, and, while straddling her, start to play idily with Alyssa's hair, perhaps prior to kissing her in a tender way.

She might actually also sit her on her lap for some "cuddle time" between the two of those women; they're strikingly pretty, and it appears they met in prison, maybe they were cellmates and became girlfriends in the process- could happen, especially if they were sweet to eachother and friends.
It'd be interesting: cuddle time with one of the cuddlers being handcuffed by her friend (the gender reference is because both are clearly women).

Possibly the athlete, Chloe, would talk her lover, Alissa, into engaging in a civil union with her, a "civil marriage" as it were. I don't doubt she talked her into sitting on her lap as a girlfriend while they were in prison and in the same cell; or they would sneak off to avoid the eye of the security camera for their dates.
They sure are physically very pretty, and clearly have a good amount of romantic love for oneanother, so it's likely they'd go for marrying oneanother as soon as they can too.

I could see this as a brief break in their addiction to incarceration; but what if at this time they're actually oneanother's wife and the two of them are playing "cops and robbers", each with her wife?
Now, one detail of prison is that romances between the prisoners or between the prisoners and the guards actually qualify as some of the most severe sexual misconduct, including getting the guards incarcerated if they engage in a love affair with the prisoners under their care for the felony of rape; hence even any form of "girlfriend behavior" in a womens prison actually merits spending time in solitary, to the point that female prisoners if they mean to mess with another prisoner and get her in trouble they'll walk up to her and kiss her; what if these two are in prison together and actually are married to eachother while behind bars? In that case they'd be spending their stay in there in the Conjugal Trailer to avoid legal trouble; and these two would *want* to give themselves to oneanother in a form of civil marriage... and that's likely what these two have gotten themselves into at that.
About how this scene would be in a brief parole on the parts of these two I cite Alissa's repeated convictions for dishonest conduct like stealing, and the two of them would've wound up in prison together- imagine if the guards or warden find out that these two cellmates are in fact eachother's wife and all the astonishment they'd undergo at that time too; based partly also on what you've said too about these two gorgeous female prisoners- for they are physically stunningly pretty at that!

Realism was never really the focus with these pieces, but it was definitely a loving consensual relationship between the two. It was always the plan that they would eventually get married, but I never had it depicted as it was after they got released

Of course it'd be loving and consensual between them, that's never in question, because these two clearly love oneanother, and when you love someone, you really do not want to do anything to disrespect them, period! I think we're in full agreement that both Chloe and Alyssa would really care deeply about eachother.
On the matter of how it'd be a violation; the following rules of self-governance apply: to give oneself in the marital act one must be *free* to donate oneself to the other; and if someone's made such a mess of their life that they are behind bars, they're considered an addict in recovery by law, and like an underage person, or like someone in a coma, or someone impared in judgement at the time, they aren't considered legally *free* to do this kind of activity we're citing. Does that mean that these two if underage teens wouldn't engage in that kind of statutory rape I'm citing? No, it doesn't, because sadly teens underage do that kind of nonsense as people- they shouldn't, it ruins their lives for a long time afterward, but teenagers, like most prisoners, don't always think with their heads- they think with their hearts, and those will lead them astray. And put yourself in the shoes of the warden of the prison these two are in, but a good one who thinks of it as his duty to reform these crooks that he has as his tenants in his custody and to protect them while they recover their right judgement- rare but possible. You'd see them as your disabled stepsisters, especially if you're solidly religious in the truth at that; and you'd see it as your duty to protect them while they recover- love is about service to others, and he'd be something of a shepherd at that of these addicts to immoral and/or illegal behavior, or so he'd see them.
The argument is in my previous statement, just in case you practically freaked due to my reply (which I do not know, but don't want to take the risk of having hurt you), that if they wound up literally oneaother's prison-wife, only literal wife, instead of merely acting like it in prison- it'd throw everyone and everything for a loop; such as if they got arrested for something, perhaps police corruption got them both incarcerated together at that, so Chloe's cellmate Alyssa is in fact her wife, by means of civil union; it might be legal for them to perform the marital act; but I really do not think the law's thought through the idea of someone being their cellmate's spouse at that... and that'd be where the drama comes into play, about their perspective.
