these are just icons
in format '. ico and . png'

PNG icons are fine for the Gnome Desktop.
This set of "icons" isn't recognised by the theme subsystem because the author didn't follow the gnome icon file & folder naming scheme.

the effect was produced in photoshop, it is not difficult, there are some tutorials on youtube that teach you to make the metal effect ,is a gradient of 3 colors with a white shadow on top.
