Finally...I don't know why I've dragged my feet on this so long. I wanted to do this, as it gave me fits on so many projects. This all started as I studied the classic pictures of a cartoon walking gait, which sometimes have as many as a dozen pictures of the character in all stages of walking. From where I sit, there are only three. I studied people walking in a grocery store, as you can see in the upper right, and saw the basic parts of a human step. In one phase, all the weight is placed on one foot as the other goes forward looking for its landing spot. The other phase is a transfer of weight from one foot to the other. It's really not much more complicated than that. I could go into this massive long chart, but it's just not that complicated. The only thing left is to position the feet and legs in a natural position, so that your character looks like he or she is walking down the street. Easy-peasy. I always make the disclaimer that nothing here is set in stone - get some pencils, play and have fun.
