Cyborgs are cybernetic organisms, meaning part of them is a living organic thing.
Then again... looking at the scene, it's as though a lady was made into a robot.

She can have brain. Or even cyberbrain as partial brain and partial computer like in GitS.
Interesting she was a cyborg before got to the lab? Or this scientist female cut her human body at pieces and transform her into cyborg?
Maybe she needs assistant? Or this is her assistant deserved, um, promotion?
