Hummm it's a wonderfully special piece indeed
At first glance I was only seeing big blue circles, but then I realized it was all interconected somehow.
If you play with your imagination you can define some network here, some link there, some nodes everywhere, and it's marvelously well done
I usually don't like fractal art but your representation made me realize that there are some other way to do it and make it appealing upon closer look.
On the side of the color it's where the thing is mostly attractive. Most of the fractal art I've seen were done with high contrasting colors and i't not something naturally interesting unless there is a need to a cutout representation. You didn't use extreme contrast but the black parts play a negative effect good enough on the links and the border plays that effect as well. The border by the way is nice to see because it's like we're seeing only a small part of all that Coded vision (had to plug the word

Very pretty.
I like the sparkles, and even with everything that's "going on" it blends together nicely without feeling cluttered.
