So, how does it work? What do you do, and why is it in something like Spanish?

It's in Portuguese, although later version than the Timm program has an english translator. It works just like hero machine -- you choose a body type then by cmbining options, colors and shading you can create heroes. I would recommend just 'playing' with it to see how it works.
Once the pic is crfeated, you'd want to copy the image into an art program and save it as a .jpeg file. Then you can use the art program to edit it. I use Paint.net and Photoshop essentials for the final look of a character.

Isn't this the DC style? There should so be a JLA and/or Batman tie-in with Harvey Birdman. As an attorney, not as a superhero.

Yep this hero-creator template was based on Bruce Timm's Justice League Unlimited Work. The programmer dropped this template a year or so ago...
