that wasn´t what ryuko had in mind when she asked her mother to surrender peacefully and return with her. she seriously believed that ragyo could somehow change and they could be a family together. heck she even called her "mum" in a peaceful tone, she really meant it. satsuki of course would have slaughtered ragyo as soon as possible but perhaps for her younger sibling she may have held herself back to respect ryuko´s wishes.
