I already see one big problem you have; As a newbie developer it would have been easier for you to create stand alone sections instead of trying to fit everything into one .ini . I would check out Leonick's bar to show you what I mean.
What I'm going to do now is create standalone sections for Finder, File, Edit, View, Go, Window, and Help. The systray is the harder part for me, but I'm sure if I study some other trays I can come up with a solution or wing it.
