NVP used to have a great roster of Naruto and One Piece characters: back then they had 6 specials. The last special was an epic cinematic one, with a combo of the strongest attacks of the characters. They were inspired by Narutimate Accel 2 and its incredibly OP-looking specials with explosions and destruction everywhere.
Luffy didn't have Haki at the time so his strongest attacks were Gear 3 strikes.
Zoro was similarly unable to use Haki so he had a combo with his Asura style.
Marco's sprites were simply a rearrangement of Gigant Battle 2 sprites.
Akainu, Kizaru and Aokiji had some of their special abilities shown in the most lethal way possible.
Rob Lucci's special was pretty much the last part of his fight against Luffy, with Rankyaku Gaichou and Rokuougan.
At the time of the game, Law had just shown his strongest attack Gamma knife against Doflamingo. The combo is extremely overkill.
Whitebeard had some kickass combo where he created destruction everywhere and jumped on flying rocks to pummel the enemy even more.
