No Lulu won't be in the OVA (or not as a character, perhaps when he broadcasts he's the emperor of the world then it will). But as for R3: Renya of the Darkness, CC and him I guess split up. CC goes with Renya, and I think Lulu's an antagonist :/ idk so far I don't like it. It's too mish mash, don't recommend it, or not now. To understand R3, funny have to have never watched or read Code Geass R1/R2 so that it doesn't throw you off.
