Link just hold his breath and the material shoots oxygen into his blood and from then on it seeps through his muscle tissue and into his lungs where it is then cycled out as hot air comming from Navi's mouth.

I like how in TP theres a mask now, so you can at least say its an amazing super fabric that turns water to air like a gas mask for liquid... OoT on the other hand... well i guess its magic, theres no magic in TP so I guess that explains the... barely sound explaination.
