That's when they come of age. (Twelve, supposedly.) The people of Hyrule did not regard link as a Hero--nor did he become one--until he drew the Master Sword and came out of the Sacred Realm at seventeen. (The Imprisoning War lasted seven years, so there's proof right there.)
The oldies on Outset chose twelve 'cause it's the potential "your a man now go put the smackdown on some evil" age.
