ah yeah, SAI has its limitations sadly :/// GIMP has a few of the things but i dont know if it has filters quite like the ones i used to make this ((plus the animation in GIMP sucks if you ask me, but im sure you could make it work if you tried))

I use to use gimp back in 2012 and it's a good program but I can't really work it now. I did animation on there once but it was horrible (maybe because my art was not so great *shrugs* or the animation on gimp was bad itself.)Β

its just that gimp you cant time the frame rate. at all. which makes it poop and its not even the art skill of people, because we used it in my animation class before we started using photoshop and me and my friends were generally pretty well off on art and it still didint look that great because of it
