Nice use of color. You used the cool blue as a counter point to the warmer red, making this picture come off as mostly bichromatic.
You also managed to get a good sense of movement and composition with an expression on her face. of surprise.
You also have good pastocity on the lines to do line control.
However, you committed the problem of boob socks

Her dress would *not* allow for boob socks. Fabric doesn't hang that way. In the original series, despite the panty socks, they didn't do boob socks. It kinda comes off as male-centric to draw dresses that aren't intended to have boob socks that way.

There are some reference shots. You'll see that no matter the size of the women's breasts, that there are no boob socks. Rather, the cleavage gets bigger.
Even so, Chibiusa full grown in the manga, which did have the sailors with large breasts in some cases, didn't have a cup size as big as yours.
Which to say, in summary is: use reference and don't buy into boob socks. Dress makers don't make dresses that way. And artists shouldn't draw that way either. Think about fabric mechanics--you did so for the skirt... do it for the top too.

The picture overall is very good. you did an excellent job on the legs and feet, even and well proportioned. they fit well with her torso, neck, and head. The face is well done, nothing seems 'off' about it. I like how her hair is not perfect, but has a stray hair out of her right cone. Her breasts seem a little too big for the character, but that is my personal opinion, you have every right to give her big breasts.
The arm puff on her left arm/shoulder needs some work, since it is not attached to the dress at all but the right one is. I do like how you have her pulling her right one up by hooking her fingers under the top lip.
Last thing is her arms; they look way to skinny compared to the rest of her body. The length is good, just the width is an issue.
