Quite probable, and discussed in universe, as seen in the Masked Throne. Also, Hybris, who has Shartan's sword, Glandivalis, says that he has "fragments of every fool who held a throne, here or in the black (city?)."
Is Shartan the Fool who held a throne in the Black(Once Gold) City, aka the Maker?
Another interesting bit, is that Shartan can be conneted to Solas/Fen'Harel, as Shartan himself is said to be connected to old elven tales olf a trickster warrior tanding against tyrants. Solas, was confimed in Tresspasser DLC, as the source of those legends. Solas, while a mage today, was aparently a warrior in past.
Although Solas/Fen'harel/Shartan might have been an Arcane Warrior, seeing how he is fascinated with the Knight Enchanter job, and comments the Knight Enchanter is derived from the elven Arcane Warrior.
