I think the only issue I can see is that it seems part of the design was based on the understanding that the large jaws on Mawile are a functioning mouth, which they're not.
They're a set of steel-like horns that form into the shape of jaws, used only for intimidation and attacks.
The real mouth is the one you'd expect, the one on the front.
