Is not whether it's a dragon type or not. Charizard, the species, are taboo on Prismatic Jungle. You can be a Charmander, you can be a Charmeleon, but as soon as you become a Charizard is get out of there or be prepared for... well... that up there.
It's not that that particular Charizard pissed off Tivoli. It's probably that at some point some Charizard pissed off Tivoli and the Tyranitar has never live it down.

I have a theory on this actually, that it's possible that Charizards are the only Pokemon strong enough to challenge, or possible are unaffected by the Draconicello.

Unfortunately, this theory is invalid. Jill, an Aerodactyl, was one of Tivoli's top henchmen(henchwoman/dinosaur?). With time she was able to overcome the Draconicello effect due to not being a real dragon and helped Udon and Ruben escape.

I knew it was something like that, but I couldn't remember exactly. From what I knew, I made my assumption. Either way, that charizard is the unfortunate victim. Funny how most people thought it would be the teams' aggresser instead.
