The app - sure. The image, generally speaking, yes, just tell me what for - and I would very likely grant you permission.

Thanks. I write the code myself and publish it as a free Chrome App - if you use the Chrome browser you can look for "Another Coat" in the Chrome Web Store. This was done with multiple object overlays of a circle grid - and between each one I used an oil paint filter with a reverse diamond shape sampler to get the hand painted melted look.
