I would suggest starting with a block base of your darkest tone, then on top of that add in some shape (how the hair falls in clumps/waves) in a medium/lighter tone. Then lastly add on top of that your highlights in your lightest tone. As a finishing touch add some wispy messy strands and light bouncing super bright bits.
It's a basic summary but it really helps working from dark to light
