It's Sebastian's True form in the newest chapter of Kuroshitsuji!...just kidding. It's my interpretation of what Sebastian would look like in his true form by looking at all the hints (which isn't many) Yana Toboso left in the manga and novel.

Actually is a lock of hair that's behind his face, at least it's meant to be. In the anime you see it waving in the breeze created by the wind and the energy that is coming from Sebastian and the way the wave of the hair curves, its clear that the motion is originating from behind his face rather than from under it. (note: beard hair is too coarse and heavy and therefore does not tend to wave in the breeze).

nice nice, you actually fooled me for a second XD I went flying off to mangareader to find the new chapter before reading the rest of the artist comments 
as for the "goatee" I think yes it was a fatal error, but I think it's actually flying shrapnel, if you look closely, the piece on the front of his chin comes off way too far, and isnt conformed to his chin
