I don't have that picture, per se, in any Best Enemies story - but it would fit very well since I have Kim, Shego, and Ron (until he moves out) reading stories to the twins at bedtime. Do have a story with Shego telling a story that mixes the Kim Possible characters with the Wizard of Oz. Kim is listening in to the storytelling and finds it a little curious that red-haired Dorothy Kim Gale is bad girl and the hero is the green-skinned Wicked Witch of the West.

This picture is a general parents reading to kids in bed. I mention the twins being read to, although I've not described this particular scene. You may be thinking of a story I have, Bed Rats, where Kim and Shego wake up to discover the twins have crawled into bed with them.
