Quite the contrary. Both the Fascist governments of Spain and Portugal actually increased overall production, GDP, and over all living quality of the countries they governed. Not to mention Franco did an excellent job at recovering Spain's crushed infrastructure after the Civil War.

Which he had a hand in causing in the first place, one reason he was so down on the idea of Basque and Catalan autonomy was the point that those regions were the industrial backbones of Spain the only areas that were modern i.e. Basqueland - Iron, steel, heavy industry & shipbuilding Catalonia - Shipping, international trade and export.
