Reminder: the Annas you know are nice. Much like Nurse Joys and Officer Jennys of the Pokémon world, Annas all look and sound the same, but can always have different personalities. Maybe this is just a more ruthless Anna who snuck into the ranks of the Order of Heroes/the Shepards. Maybe this is an Outrealm trip gone wrong for Lucina.
TLDR: this could be a different Anna, since they all look the same.

There is at least one Anna which has apparently ascended to a minor divinity, being able to recognize that she is in a game, and communicate directly with the player.

Exactly. Hell, there’s even an Anna that exists outside of the Fire Emblem multiverse (implying that some games take place outside of Marth’s/Alm’s/Sigurd’s world), in the form of one from Tear Ring Saga, so really, there’s no one “Anna”
