I used gray monitor lizard scull as a base (with bird quadrate, because structure of the ear) 
I told about sergals with my professor of vertebrate zoology (MSU, the best russian unoversity, biological faculty), he said me: sergal skull structure similar to raptors, but sceleton mostly as birds have. Sorry, I do not know how "интертазальный и интеркарпальный суставы" will be in English.

That... s a very poor reference for 'official' art. I would at least have expected a sketched specimen. Your design is far superior. Of course it raises questions as to how they fit into the tree of life we are familiar with. Certainly nothing on earth would be bird and lizard together. A proper study would need to be made to make up a good skull, from several views and with notes.

"интертазальный и интеркарпальный суставы"? I recognize 'carpal joints' but you're right, that is terrible to translate.
