Iono.. maybe because when Ranma transforms into a girl, he gets breasts that come with his make up too so he wouldn't look like some transvestite. Do you even watch the show??
He's still a guy, but his whole body changes into a the form of the girl who drowned in the springs and I guess that girl had eye make-up on or whatever. If anything, he still has the attitude of a guy.
