Yep!

The Fleet could not function with out them.

On a side note*  This is what feeds bulk mater to the the 6 industrial replicators on the  USS Seraphim by the way

Hello:
 Yeah, no Fleet can function without them, but that doesn't mean they cannot have good-looking ships, and I ay it was about time they had a nice ride .

 Industrial Replicators? nice, I guess that is how they can make spare parts for the Fighters and the ship itself? for self-suficiency?

Yep the  Seraphim can build Support ships and replacement fighters and  if need be and 6 months  time permitted a outpost 

Given she was meant to be a  foothold ship for exploring other galaxies self-sufficiency is a must
