Le Phénix est l'organisation gouvernementale qui dirigeait la Bulgarie depuis la chute de l'URSS, sa dictature mettait au centre de ses préoccupations la suprématie des mages. Et bien que vaincu, ses flammes ne se sont jamais éteintes...
