The part with the pigeons is another one of BLU's secret plans. For a split second near the beginning, before the BLU Soldier puts the map onto the table, you can see more plans, one of them detailing a "Stealth Pigeon Bomb" and shows a bunch of pigeons carrying a bomb. It was labeled as Failed, though...
