w00t it's Skull Man from Mega Man 4 this time. The character design was inspired by a cartoon by that I can't find, which was based on those Nestea commercials. Hilarious parallel. Anyway, as far as the game was concerned, Skull Man's powers were basically a direct ripoff of Wood Man's powers from Mega Man 2, but I think Capcom's argument would be that he had SKULLS so it was better. Drawn on printer paper, scanned and colored with photoshop.Related content

It's the Dr. Wily shorts, I believe. The one where Skull Man reveals to be Blizzard Man, and Cut Man finds out. Skull Man threatens he will KILL him if he tells anyone, since I'm sure Skull Man's cool reputation will be gone for being one of the more laughable RM's in Megaman.
