Nicholas: He doesn't. Facless writes him out that luaugh to emulate the different laugh styles that Eiichiro Oda uses for his characters in One Piece. Simple as that. He does something similiar to the other characters he verbally provides lines to laugh with, though not as badly as Diedrick's laugh. For instance, he writes my laughter so it sounds slow, delibrate, and without actual humor. Hee. Hee. Hee. See?

Facless gives some of his characters specific and strange laughter sounds for two reaons: one, to imitate a famous manga artist; and two, to give his characters more personality. Did that work?
