I love this and I love your idea of moving Ratigan to Zootopia!
However do you know just how evil and diabolical the "World's Greatest Criminal Mind" actually is? He's the only Disney Villain more evil than himself, which by definition means he is the most evil of all and his evil is always growing.

Apparently not only did he drown widows and orphans, but he threw them off the Tower Bridge into the river Thames and SHOT AT THEM! WITH GUNS! For Fun! And he calls it a privilege to watch them bob and sink! This guy's got some serious dark and devilish urges.
