There's a long story for this, but I keep getting interrupted when I try to tell it. So a summary...

In my personal headcanon, Webby is a clone of Agent 22/Mrs Beakley that was created by FOWL. Ten years ago, Agent 22 busted up a lab of Black Heron to find an infant floating in a medical vat with her name on it. She took the child home, retired from SHUSH and asked for refuge from Scrooge to raise the baby in a home where she would be safe from FOWL. Beakley knew about this clone, but never told Webby, who had inherited Bentina's skills and reflexes. And so she trained her "grandaughter" for a time she hoped would never come.

Fast forward to present day. Webby is on a mission, gets separated from Scrooge and the boys, and finds Black Heron in a corner. She just wants to talk, and is very interested in Webby after a sample feather (2 episodes ago) confirmed that this little girl is the clone experiment she lost a decade ago. Heron reveals the truth to Webby about her origins. Webby denies it, won't believe it. But it doesn't matter as Heron recites the code words that were embedded deep into Webby's pyche when she was in the maturation vat. Subliminal programming kicks in and she must now accept orders from FOWL and do as she is told. Her mission, take down Scrooge McDuck and anyone who gets in the way. And thank Agent 22 for training such a fantastic sleeper agent.

And now we have this scene on top of the Money Bin, where Webby has gone totally Bucky Barnes on everyone, and the final tearful confrontation happens between a little girl who knows her entire life has been a lie, and the secret agent who loves her like a daughter. Will that love be enough to break FOWLS's mental programming?

I asked nivarra to draw this for me. She does nice fanart.
Now we see if the show will follow my headcanon or not, because it feels like it's been going toward that.
