In case you canβt read it(because my handwriting is chick scratch), it says:
Step one: For the Base I use a normal pen with the simple circle texture. For color I use a midtone.
Step Two: Next select the darkest tone. I use the brush tool and shade the hair in, then go over it with the water color brush to soften it all up.
Step Three: I take the pen tool and the 2nd lightest midtone and draw the hair in strand by strand. I typically put the stabilizer on S-7 to help the smoothness. In order to smooth the colors out, I run the water color brush over it again. I also use the brush tool and smudge the end out with the darkest tone.
Step Four: Hair isnβt super uniform. I take the highlight and add in some fly-aways. (I also add in a few stands over top of the hair to make it look more real.) Highlight with white(using method in step three) if you want.

For this I used PaintTool Sai, which has a stabilizer. Other programs like Photoshop don't have a stabilizer feature, so you might have to try a bit longer in order to get the exact lines that you want. But, the blur tool, airbrush and pen/pencil tool on most programs work pretty much the same.
