Description
This boy was going to play a prank on his sister at school. First he was going to wait until after PE and then when his sister goes into the shower (she always liked to go into the shower last), he was then going to sneak into the girls locker room and steal her clothes. Then he would replace them with a very embarrassing outfit he had brought from a costume shop. The plan went well and soon the other girls exited the locker room with his sister still in the shower. He then snuck in and was in the middle of taking the costume out of the bag when, a group of girls unexpectedly came into the locker room catching him red handed (one of the girl apparently forgot her bag.) His sister then comes out of the shower wearing a towel to see what all the commotion is about and simply smiles at her brother as he is surrounded by all of the girls."Silly little brother" she says giggling while looking at the outfit he had brought "If you wanted to play dress up you only had to ask, Get him Girls!!!"
The giggling girls then wasted no time in dressing up the silly boy in the very embarrassing costume and once his sister had gotten dressed, she decided to take the new baby sister for some walkies around town. His Mum was particularly amused when his sister finally pulled the reluctant little girl back home. Don't you just hate it when a plan backfires
Well this literally just started out as background practise and it just kinda turned out like this lol

See, that bugged me a bit too. (Yes, I'm one of those annoying twinks who wants the story to make sense.) But your answer makes sense. I imagine it went down like this...
Imagine the boy happens to mention around school he wants to prank his sister. Word gets to his sister and her friends... Suddenly the boy is approached by a contact who has the perfect prank. They suggest how he could set up his sister in the locker room and have this absolutely sissy outfit that they can let boy have for cheap.
"Well", the boy says, "I really only need the dress."
"Nonsense" says the contact. "I'll sell it all as a package for cheap!"
"Hmm", the boy replies. "Are you sure this would fit my sister? It almost looks like it's more my size"
"Nonsense" says the contact. "Your sister's friends told me her size and it will fit her perfectly."
"Ok! I'm convinced!" the boy says. The contact smiles, and mentions that his sister has PE and she'll surely shower after that...
A few minutes later, the contact is talking to the sister. Sister says,
"All right. The bait has been set. I'll go into the shower, and you guys wait outside and pretend to come in because you forgot your bag"
Yeah, now it makes perfect sense why there are bows, wig and pacifier.
