Technically... It is not allowed to padawans to teach each other, mostly because of possible emotional connections. The Jedi isn't allowed to feel ("there is no emotion, there is peace" and the rest of the crap) so mostly because of this padawans don't really even meet with each other unless it's because of a mission or a meeting.

Technically, Katooni is not Wil's padawan. She just takes care to her. The war can cause lots of irregular situations, just look at the CW episodes.
Also, this is from a fan story which has notes that there are lots of non-canon things in it.
