I think Tenma's last hope, after that surprise made by his own creations, was to convince Astro once more. He perfecty knew that Astro would say no, and, maybe he planned to put an END to all this, starting from himself.

It's like he used the best part of himself to give birth to Astro, and then, after that, he had no more to give; his worst idea was to take the robot-Tobio to the same place the original one went mad; the original was a boy, a kid who loved robots and he thought they where friends... there is not a worse place to show then the disposal level. What reaction did he expect?
And the new kid knows perfectly what he is: seeing all that melting metal and body parts could never help to make him a good boy.

His last try was when he reprogrammed the poor Astro, erasing his memory. He did not tell his son his real nature. He put him in a sorta of want-to-be-a-family jail, to protect him and also himself from the world. A fake, but he had no other place to go. When Drake comes with that huge Quake robot, Tenma does not want Astro to take part in the battle... even protecting him to any cost.
But his cute robot is too powerful, too well made to be still and just to watch things happen; and they were both targets. Nothing in the world could stop him saving his friends... and his father.

Everything was slipping from his hands again. As a not fitting component, he decided that was him the one going to be "recycled"...

The first time I saw this scene, I was watching the series in English dubbing, and when that great voice of Dorian Harewood said:
"What was that?", I thought I did not understand too.
He had got a taste of his own medicine: being rejected and not wanted.

Only in the very last moment, when Ochanomizu came in, he realized the matter was not his son, not his robot, not his great plans... the matter was only he was not good enough as a father.

All the western version cut too hastly the scenes fixing on characters' expressions. I'd like to know more about Tenma, locked up in a prison, maybe under psychiatric control, but finally taking a rest from all those violent emotions, pains and huge crazy dreams.
I think Astro saved him in many ways, but also I imagine him visiting his father. Just to restart, to cheer him up, to be happy again, and to reconcyle that sad and lonely man to the world.

That's the part I got confused when shadow pulled a mask to show his completed face. I bet Tenma is not yet finished after that, he started going to his old lab, to kill himself I think, but Atom found him and tried to change his heart.
but like you said Atom had forgived him, but actually I didn't think it was his fault.
im not sure it is really, all that trouble had started by Tenma by trying to get Atom to be kings of all robots, but secretly try's to get him to be Atoms father once more, but I geuss that didn't work out....
