Description
Multiple admirals objected to the Nevada's experimental diversion from the standard hull configuration for the Akira. Admiral Ross, however, defeated all their arguments with simple points; Wolf 359 and the loss of the Galaxy-class Odyssey. Starfleet had to continue to improve or they wouldn't be ready for the next threat. To improve, they had to experiment. To experiment, they had to get out of the simulations and get into practice.
