In that case, you probably should mention the fossil it's revived from, and additionally, since the fossil technically counts as an evolutionary stage, it should only evolve once.
I still really love the design and the concept, though!

Well, it was going to be originally just a fossil with two evolutions, but I'm having second thoughts about it. It will probably end up being a prehistoric Pokemon you find deep underwater, kind of like Relicanth.

Well, if you choose to keep it as a fossil Pokemon, my suggestion for the fossil it's revived from would be the "Tail Fin Fossil."
