Carly Downing - Railroad agent, Minuteman General (temporarily), small, and pissed off.

A defense attorney pre-War, Carly did some pretty sketchy work covering up even sketchier government dealings. She had very little combat training and was utterly useless with a gun for the first few weeks out of the Vault. Preston took it upon himself to get her skilled enough to at least survive the first trip to Diamond City.

She joined the Railroad immediately upon meeting them. She fell back into the shadows and the subterfuge easily, and was taken in to the dysfunctional little family with only a little wariness. Carly gets along with Deacon a little too well; they're the kind of friends to bet each other to try and get a piggy-back ride from a mirelurk, and sending them on missions together has been known to succeed in the strangest ways.

She held her General position for a little over a year before revoking it mostly for political reasons. Carly remains an active member of the Railroad after the Institute falls. She's in a relationship with Piper Wright, and lives in Sanctuary when she isn't traveling for missions.
