So far as I know it's like a tattoo, it's ink injected into the skin.
Each animal is given a unique pattern and the pattern is registered to a database along with the owner's contact information.
From what I've seen of the topic, it's less restrictive than a collar and also (somewhat) circumvents the ethics issues of chipping.Β If the animal gets lost and is found again, a quick check of the pattern allows for identification and return.

So far as I know it's a program started in Europe and mostly localized around there, though I could be wrong as I havent really looked into it
