Not just Kirin Tor symbols... That there is the Order Hall set for mages, together with Aluneth, the Arcane Mage artifact staff. Both the set and the staff are from the latest expansion, Legion, and are exclusive to mages. So not only is that a mage, it implies that they are the leader of all mages (if you follow the storyline in Legion as intended)
