Description
Zhaoguan stupa(L) and Jiusheng Hui(救生会, the life saving agency, R) on Xijin ancient street in Zhenjiang. Zhaoguan stupa is a Tibetan stupa built in Yuan dynasty to pray for the safety of ships on the Yangtze river and canals. Jiusheng Hui is an ancient social charity organization that rescues ships and crew on the Yangtze river and canals.Coordinates on Google Earth:

Had to look up Stupa , didn't know that one. Guessing the blue lighting represents water? The arch looks ancient, that a part of the original construction?

Yeah, there is an introduction about Tibetan stupas in the link you sent.
Maybe... I can't remember the color of the light. Maybe it was white, but it showed out blue because of the white balance.
Yes, the stupa and arch were built together.

Seeing it in the link to the Chinese pages I see the arches are under the stupa pinnacle, it looked sort of like the pinnacle was on something further back, don't know why I thought that.

This should be deliberately designed to use the illusion of perspective to make the originally small stupa appear farther and more magnificent.
